PLATINEA researchers publish a new framework for valuing antibiotics

Anders Herlitz, Erik Malmqvist and Christian Munthe have published the scientific article “The 3D Value Framework for Sustainable Access to Effective Antibiotics” in the scientific journal Health Care Analysis on December 6, 2025. The article presents a new framework, developed in close collaboration with PLATINEA, which—unlike traditional models—not only focuses on treatment outcomes. It also highlights the broader societal values that arise from maintaining preparedness and long‑term access to effective antibiotics.

Effective antibiotics are a cornerstone of both public health and healthcare systems. As antibiotic resistance increases and shortages become more common, this fundamental security is challenged. To help decision-makers set the right priorities, tools are needed that capture the full value of ensuring a stable and sustainable supply of effective antibiotics.

The newly developed 3D framework offers a fresh perspective on how value is created:

“To truly understand the challenges, we need to rethink how we view the value of antibiotic availability and antibiotic effectiveness. Previous models have often tried to estimate value without clearly explaining why that value arises—risking that important aspects are overlooked. Instead, we wanted to create a framework that describes all the different types of value that can emerge when society has sustainable access to effective antibiotics,” says Christian Munthe (one of the authors).

The framework is primarily designed to support public decision-making related to improving access to antibiotics. The article concludes with a reflection on how similar valuation approaches may also be relevant for commercial stakeholders, such as pharmaceutical companies.
